<br />expansion. However, in addition to the CUP amendment, the applicant is also requesting two <br />variances. The previous set of plans no longer applies and can be disregarded. <br /> <br />2. Overview of Request <br /> <br />The applicants have requested a CUP amendment to add 74 new parking stalls to the south <br />parking lot of 4300 West Round Lake Road to create 482 parking stalls. The property is <br />cUITently operating under a conditional use permit; therefore, an amendment to the CUP is <br />needed to modify the site layout. Along with the parking lot expansion, the applicant will be <br />revamping the stormwater management system to accommodate the existing and proposed <br />expanded parking area. According to the applicant, the stormwater management system <br />upgrades are needed because during preparation ofthe revised parking lot expansion plans, it <br />was discovered that the ponds were not properly constructed when the property was <br />developed in 1996 and 1997. <br /> <br />The CUP application also includes two variance requests. The first variance request is to <br />encroach 11.28 feet into the 20 foot southern side yard parking lot setback. The second <br />variance request is to reduce the minimum landscaped area from 35 percent to 34.5 percent. <br />The variances are contingent upon each other and approval of the CUP amendment <br />application. On behalf of Celestica, ProTeITa Design has submitted a letter explaining the <br />background of the project and variance requests (Attachment 3D-I). The letter also <br />addresses the required variance review criteria. <br /> <br />Previous Approvals <br /> <br />A parking lot expansion request was submitted and approved by the Planning Commission <br />and City Council in 2001 in Planning Case 01-012a and 01-012b, which would have added <br />65 parking spaces. The previous approval did permit the applicant to exceed the impervious <br />coverage limit for the lot.
