RCWD Permit Files 96-119,97-69 and 97-139. <br /> <br />Findings: <br /> <br />1. This project entails a 17,500* SF parking expansion at the existing <br />Celestica facility on 11.0* acres. This site is riparian to Round Lake <br />but is tributary to Long Lake. Development of this site was <br />reviewed under RCWD Permit96-119. <br /> <br />2. Under existing conditions, runoff from this site discharges to two <br />onsite water quality ponds constructed under RCWD Permit 96-119. <br />Although the ponds were originally approved to provide rate control <br />and water quality treatment for the site per RCWD Permit 96-119, <br />the ponds were not constructed per the approved plans and are both <br />. currently undersized for their drainage areas for the 2.5-inch event. <br />This project proposes excavation of accumulated sediment, <br />maximizing available dead storage within the existing pond <br />footprints and installation of filtration benches for both existing <br />ponds. The existing baffled weirs are in poor condition and will be <br />replaced with manhole structures to provide skimming capability up <br />to the I-year event. <br /> <br />The submitted soil borings indicate that onsite soils are not <br />conducive to infiltration. Therefore, filtration benches are an <br />acceptable alternative to infiltration BMPs. Incorporation of <br />filtration BMPs in the area of the proposed parking addition was <br />pursued; however, a fire hydrant exists in the only feasible location <br />for a BMP and EPA regulations do not permit stormsewer <br />infrastructure within 10 feet of the hydrant. Therefore, the proposed <br />pond improvements and filtration bench satisfy District stormwater <br />management requirements for the site. <br /> <br />Revised filtration bench and outlet structure design is required <br />including the following specifications: <br />. Weirs must be incorporated into the proposed outlet control <br />structures maintaining NWL elevations, <br />.
