In
January of 2008, the City of Arden Hills is required by state law to submit a pay equity report to
the Minnesota Department of Employee Relations. At the March 26th meeting, the City Council
approved a contract with Riley, Dettmann, & Kelsey LLC to assist City staff with completing the
State of Minnesota mandated pay equity requirement and evaluate the City of Arden Hills
existing compensation system. The intent of the job classification and compensation study is to
ensure that the City is in compliance with the State of Minnesota's pay equity standards and to
evaluate the City's existing compensation structure to ensure that we are comparable and
competitive with other cities that have similar demographics.

On April 25th, City staff met with Mr. Rod Kelsey to discuss the pay equity and compensation
study. City staff members were asked to complete a Job Description Questionnaire (mQ)
pertaining to their current position, All City staff members have completed the assigned mQ
and this information will be forwarded to Riley, Dettmann, and Kelsey for further review and
processing in the near future.

At the June 18th work session meeting, Mr. Rod Kelsey will be providing the City Council with
an overview of the pay equity and compensation study process and procedure. He will be
available to answer any questions or concerns that the City Council may have regarding the pay
equity and compensation study. Also, City staff is seeking guidance from the City Council
regarding a list of potential peer comparison cities that Riley, Dettmann, and Kelsey will use
when comparing the City's compensation structure to other comparable sized communities. The
preliminary list of potential peer comparison cities is the following:

1. Anoka (17,899)
2. Dayton (5059)
