<br />Section of the Systems Information Statement will also be analyzed by the Council for <br />their potential adverse effects on the cost of providing metropolitan sewer service. <br /> <br />Description of Metropolitan Disposal System Serving your Community: <br /> <br />The attached map shows the location of the Metropolitan Disposal System (MDS) <br />serving your community. The following paragraphs contain information on the existing <br />and planned metropolitan facilities serving your community. <br /> <br />The wastewater flow from the City of Arden Hills is treated at the Metropolitan WWTP <br />located within the City of St. Paul. There are many projects scheduled for the <br />Metropolitan WWTP through 2030. These projects will provide additional capacity at the <br />plant as well as improve its ability to meet required permit standards. <br /> <br />As can be seen from the attached map, the City of Arden Hills is served by multiple <br />interceptors. Interceptor I-RV-43I provides wastewater service to the Western portion of <br />the city and has an average design capacity of 0.78 mgd for the city. Interceptor I-RV- <br />432 has an average design capacity of 0.76 mgd for the city. Interceptor 8451 has an <br />average design capacity of 0.79 mgd for the city. Interceptor 4-NS-524 has an average <br />design capacity of 1,8 mgd for the TCAAP portion of the city. The city needs to verify its <br />long-term needs as part of its comprehensive piau update. If necessary, detailed <br />information regarding metropolitan facilities is available from the Council's Municipal <br />Services Section by calling the staff at (651) 602-1005. <br /> <br />Increases in growth rates and resulting increases in flow beyond those shown in Table I <br />may result in short-term capacity limitations within the MDS. <br /> <br />Inflow/Infiltration Reduction Goal <br /> <br />The Council's Water Resources Management Policy Plan states that the Council will <br />establish 1/1 goals for all communities discharging wastewater to the MDS. Communities <br />that have excessive III in their sanitary sewer systems will be required to eliminate the <br />excessive III by 2012, The Council will begin the implementation of an 1/1 <br />assistance/surcharge program in 2007. The money collected from the communities with <br />excessive III may be used by those communities to remove 1/1 from their systems. The <br />Council will limit increases in service within those communities that have not met their <br />III goal( s) starting in 2013. The Council will meet with the community and discuss this <br />alternative before it is implemented. This time period may be shorter if excessive III <br />jeopardizes the Council's ability to convey wastewater without an overflow occurring. In <br />this case the Council may limit increases in service within those communities that have <br />excessive III immediately upon notification to the community. The Council plans to <br /> <br />implement a wastewater rate demand charge program, starting in 20] 3, for those <br />commnnities that have not met their III goals.
