' <br />. <br />",.':,."-"'-:".:.",,.......'^,. <br /> <br />For the most part county departments and the municipalities will respond <br />to acts of terrorism as they would to other disasters. However, the specter <br />of terrorism requires a few specific actions in addition to the general <br />actions. <br /> <br />In general, a terrorist act will fall into one of four categories. The event <br />might be: <br /> <br />1. A defined event that occurs at a specific location (or locations) <br />such as a bomb, but does not involve the release of biological or <br />chemical agents. <br /> <br />2. A defined event that occurs at a specific location (or locations) <br />and involve the release of a chemical and/or radiological agent at a <br />specific location or locations. <br /> <br />3. The intentional release of a bioterrorism agent (such as anthrax) <br />at a given location. <br /> <br />4. An event that occurs surreptitiously at an initially unknown <br />location and we learn of it due to its effect - for example the <br />outbreak of diseases such as smallpox. <br /> <br />NOTE: Most of the procedures followed by public safety agencies are <br />considered sensitive and confidential and are not reproduced in this <br />document. Many of the activities in this Appendix generate data that <br />are similarly sensitive and confidential and are treated as Law <br />Enforcement sensitive. These data are also not reproduced here. <br /> <br />On-going preparation activities <br /> <br />In conjunction with the Sheriff and the local law enforcement agencies, the <br />EMHS gathers data on homeland security preparedness. This data is <br />shared with the Minnesota Division of Homeland Security and Emergency <br />Management and the United States Department of Homeland Security. <br /> <br />The Ramsey County Sheriff maintains a special anti-terrorism unit that <br />investigates threats, identifies possible risks, and works to secure specific <br />targets at time of need. The Sheriffs WMD unit also is capable of <br />conducting special investigatory operations within contaminated areas. <br />This unit is also the primary source of intelligence gathering on terrorism- <br />related issues. <br /> <br />116 <br />
