<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5.1 June, 2005 <br /> <br />APPENOIXF: HOMELAND SECORITY ADVtSQR.y',S:Y:StEM <br /> <br />The United States Department of Homeland Security (www.dhs.qov) has <br />created the Homeland Security Advisory System (HSAS) as a means <br />of advising citizens, businesses and local governments about the risk of <br />terrorist activity within the United States. The HSAS color-code system <br />provides generalized protective action information. <br /> <br />Ramsey County functions as if the "Yellow" or "Elevated" risk level is the <br />normal level for day to day activity. The county does this by: <br /> <br />. Increasing surveillance of critical locations; <br />. Coordinating emergency plans as appropriate with nearby <br />jurisdictions; <br />. Assessing whether the precise characteristics of the threat require <br />the further refinement of preplanned Protective Measures (through <br />the Ramsey County Sheriffs Office WMD Unit and regular threat <br />assessments and updates); and <br />. Implementing, as appropriate, contingency and emergency <br />response plans. <br /> <br />Specific activities surrounding our activity in response to higher threat <br />levels are public safety sensitive, and outlined in Functional Annex A. <br /> <br />118 <br />
