<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5.1 June, 2005 <br /> <br />Urban Area Security Initiative <br /> <br />Ramsey County is a part of the St. Paul and Minneapolis Urban Area <br />Security Initiative (UASI). This program of the federal government is based <br />on the concept that (a) there are limited counter-terrorism resources <br />available, (b) these resources are best used cooperatively and in <br />consultation with others in the region who might be at higher than average <br />risk for terrorist events, and (c) that response to any major event will <br />require that agencies from multiple jurisdictions work together - thus <br />requiring that these agencies plan together in advance. <br /> <br />The result of this process was the development of a common planning and <br />response strategy by the UASI partners. These include Ramsey County, <br />Hennepin County, Dakota County, the City of St. Paul, the City of <br />Minneapolis, and the State of Minnesota. The UASI also developed a <br />common spending plan for utilization of federal counter-terrorism funds <br />allocated to the area. <br /> <br />The UASI strategy is a public safety sensitive document and is not <br />reproduced here. <br /> <br />126 <br />
