<br />Ramsey County-Wide Emergency Operations Plan <br /> <br />Revision 5.1, June, 2005 <br /> <br />EOP UTILIZATION MODES <br /> <br />We recognize that not all situations rise to a level that requires the use of <br />all aspects of this plan, but that all such situations will require careful <br />scrutiny. The County Manager, the Director of EMHS, the County Sheriff <br />or the Director of SPRCDPH can implement this Plan. We have <br />established the following guides for determining the county's response <br />and aid. For the most part, these guides correspond to the appropriate <br />RCEOC activation modes. <br /> <br />Alert: An actual or threatened event that may have an adverse impact on <br />any portion of local or county government, but does not require any <br />specific response beyond that which is normally available. EMHS and <br />affected departments will be aware of the situation and begin to cope <br />with it, but no specific portion of this EOP is utilized, and the EOC is <br />unlikely to by opened. <br /> <br />Stand-by: An actual or threatened event that may require some <br />assistance from resources beyond what is normally available to an <br />individual agency or a local unit of government. Single or multiple <br />aspects of this plan will be used as needed. The Ramsey County <br />Emergency Operations Center (RCEOC) will be placed in Stand-by <br />mode. Affected municipal EOC(s) will be placed in Stand-by mode. <br /> <br />Partial utilization: An actual or threatened event that requires command <br />and control resources be applied to the issue, but does not require a <br />complete mobilization of all resources. The County Manager and all <br />or some of the Emergency Operations Team will be notified and may <br />need to respond. The RCEOC and affected municipal EOC(s) will be <br />partially or fully activated. <br /> <br />Full utilization: An actual or threatened event that requires that the full <br />resources of the County be applied to the response and recovery <br />efforts. The full Emergency Operations Team will be activated and <br />the RCEOC and affected municipal EOC(s) will be partially or fully <br />activated with complete staffing and all needed resources are <br />mobilized. <br /> <br />The incidents or occurrences that can be associated with these <br />levels of activations are: <br /> <br />18 <br />
