Such other ex-officio nonvoting members appointed by the Chair <br />of the council, as appropriate <br /> <br />Details of the role of the EMC are found in Appendix D of this plan. <br /> <br />EMHS DUTY OFFICER <br /> <br />Ramsey County EMHS maintains a 24-hour, 7 day per week duty officer. <br />The State of Minnesota, the County Warning Point and all county <br />departments, as well as all municipalities within the county have <br />procedures in place to notify the EMHS Duty Officer if needed. <br /> <br />ASSISTING AGENCIES <br /> <br />State Organizations/Agencies <br /> <br />The State government is responsible for providing resources to support <br />community response, and for some emergencies, performing technical <br />response functions on behalf of the communities. <br /> <br />1. Minnesota Homeland Security Emergency Management (HSEM) <br /> <br />a. Activates and manages the State Emergency Operations Center <br />(SEOC). <br /> <br />b. Coordinates State resources. <br /> <br />c. Controls access of air and rail traffic. <br /> <br />d. Assists County and other State agencies in coordination of <br />protective actions <br /> <br />e. Requests and coordinates federal assistance agencies and <br />programs <br /> <br />2. Minnesota Pollution Control Agency <br /> <br />a. Provides personnel, equipment and materials to participate <br />directly in the mitigation activities and debris management. <br /> <br />b. Depending upon emergency recommends or directs protective <br />actions. <br /> <br />25 <br />
