Add a crosswalk signal light on County Road E2 where the connection from <br />Venus Avenue crosses over to the south side of the road (identified on <br />Attachment A: project map as controlled crosswalk & Attachment B - photos 8,9). <br />This will be provided from Ramsey County Parks and Recreation as an in- <br />kind donation of approximately $15,000. <br />5. Extend the existing concrete sidewalk that leads from the school entrance to <br />meet the new trail along County Road E2 (see Attachment B- Photo 10). <br />Approximate length of extension - 55 LF. <br /> <br />* Please note that utilities do exist in the right of way along County Road E2. The utility <br />company will relocate these at their own expense. Also, nine fire hydrants will need to <br />be relocated along County Road E2 and this will be done as an in-kind donation from the <br />City of Arden Hills, estimated at approximately $36,000. <br /> <br />The proposed trail connections will promote alternative transportation choices <br />and encourage walking and biking. The trails will increase safety for pedestrians <br />and bikers and create ADA compliant connections, where none exist today. The <br />new trails will provide the northern neighborhoods (Attachment A: project map) <br />safe bike/pedestrian trail connections to the elementary school, County Library, <br />County and municipal parks. The proposed 10 foot wide bituminous trail from <br />this neighborhood (Venus Ave. to County Road E2) will provide a safe route to <br />school for approximately 325 households. This foot path does not allow for year <br />round walking or biking to school. A crosswalk will be added at the trail head <br />that connects to the proposed 8 foot wide bituminous trail on the south side of <br />County Road E2 (Attachment B: photos 7,8,9), leading to the school. As part of <br />the current school program, a crossing guard will be at this crossing every <br />school morning and afternoon. In addition, this crossing directly links this <br />neighborhood to Tony Schmidt Regional Park (playgrounds, swimming beach, <br />picnic pavilions). Future trail connections are proposed to lead to Mounds View <br />High School (Attachment E) and Perry Park, which hosts a variety of <br />baseball/softball programs. (Attachment D: Strategies - #2 under trails). The <br />southern neighborhoods (Attachment A: project map), which consist of 155 <br />households, will now have a safe route to Valentine Hills Elementary, the <br />Ramsey County Library, and Tony Schmidt Regional Park. <br /> <br />The Arden Hills Library is located north of the County Road E2 and New <br />Brighton Road intersection. The proposed trail on the south side of County <br />Road E2 will directly link Valentine Hills Elementary and neighbors from the <br />south, north, and east to the library. The project will add a crosswalk to this trail <br />crossing. In the 2002 Open Space Plan, New Brighton Road is listed as a future <br />trail location (Attachment C). This would be another key link to the overall trail <br />network in the City of Arden Hills. The Ramsey County Arden Hills Library has <br />had a task force for over two years and recently asked the city to consider <br />adding a trail from the elementary school. Letter of support is included <br />(Attachment H). The Mounds View School District will clear snow and ice from <br />the trails and with the cooperation of the City of Arden Hills, the trails will be <br />maintained in good condition. The crosswalks will be maintained by Ramsey <br />County Public Works.
