<br />'.. <br /> <br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />January 12, 2007 <br /> <br />AGENDA ITEM: 3B <br /> <br />TO: Honorable Mayor and City Council <br />Michelle Wolfe, City Administrator <br /> <br />FROM: Michelle Olson, Parks and Recreation Manager fro <br /> <br />SUBJECT: Resolution 07-22: Safe Routes to School Grant Application <br /> <br />BACKGROUND <br />At the November 27, 2006 Regular City Council Meeting, staff was authorized to apply for <br />funding through MN/DOT's Safe Route to School Program (SRTS) for Valentine Hills <br />Elementary School trail connections. Since that time, staff has been working with Ramsey <br />County Parks and Recreation to complete this application. The City of Arden Hills is requesting <br />the maximum grant award of $175,000. The project total is estimated at $227,800. The $52,800 <br />over the grant request is proposed to be provided through in-kind donations. <br /> <br />The SRTS grant is one hundred percent reimbursable with no cash match requirements. Staff <br />has made adjustments to the scope ofthe overall project since that time due to our cost estimates <br />coming in too high. After lengthy discussions with Ramsey County Parks and Recreation, the <br />project was revised. Staff did scale back on the bituminous scope on the north side of the road. <br />A large portion of the Ramsey County Open Space foot path will remain natural. The project <br />proposes to pave a portion of that path from V enus Avenue south to County Road E2. Staff does <br />not feel that this change to the project will affect the application negatively in any way. Attached <br />for your review is the grant application, including the project map. <br /> <br />FINANCIAL IMPLICATIONS <br />In order to complete the trail on the south side of County Road E2, nine fire hydrants will need to <br />be relocated. If this is contracted out to an outside vendor, the approximate cost is estimated at <br />$36,000. However, our Public Works Department is capable of doing the work for significantly <br />less. There will be very little equipment costs associated with this project, primarily labor time. <br />Staff has included within the grant that this be provided by the City of Arden Hills as an in-kind <br />donation. Other in-kind donations included within the grant are: <br /> <br />1. Ramsey County Parks and Recreation has agreed to provide a crosswalk signal at the <br />Crosswalk on County Road E2 that meets up with the trail coming from Venus <br />Avenue.
