PLANNING CASE #07-010 - CONDITIONAL USE PERMIT AMENDMENTAND <br />VARIANCE: CELESTICA: 4300 WEST ROUND LAKE ROAD - PUBLIC <br />HEARING <br /> <br />Mr. Lehnhoff stated the applicants have requested a Conditional Use Permit (CUP) <br />Amendment to add 74 new parking spaces at 4300 West Round Lake Road. The <br />applicants have also submitted a variance request to encroach on the 20 foot parking lot <br />setback and to exceed the 65 percent impervious coverage limit by .5 percentage points. <br /> <br />Although staff is recommending approval of the overall concept, staff is reluctant to <br />support approval of moving most of the displaced 30 trees to the adjoining property. <br />While there should be some landscaping and trees between the two parking lots, staff is <br />recommending that the landscaping plan be amended to keep most or all of the trees on <br />the Celestica property. This could be done through a combination of relocating of trees <br />to other parts of the property and by eliminating some of the proposed parking spaces to <br />create landscaped islands or peninsulas. Since the applicant has indicated that only 450 <br />spaces are needed, some of the 482 parking spaces could potentially be removed. <br />Eliminating some of the parking along the southern property line would also reduce the <br />intensity of the setback encroachment and loss oflandscaped area. However, limiting the <br />parking would limit the size ofthe business. <br /> <br />Staff recommended approval subject to the following conditions: <br /> <br />1. The project shall be completed in accordance with the plans submitted as amended by <br />the conditions of approval. Any significant changes to these plans, as determined by <br />the City Planner, shall require review and approval of by the Planning Commission <br />and City Council. <br />2. The applicant shall supply the required number of ADA parking spots. <br />3. The applicant shall comply with the City Engineer's memo dated May 21, 2007, prior <br />to any site preparation or grading. <br />4. The applicant shall obtain all necessary permits from the Rice Creek Watershed <br />District, MPCA, and other governmental entities and provide the City with copies of <br />such permits prior to the start of any site preparation or issuance of any permits. <br />5. The applicant shall amend the landscaping plan to keep all 30 displaced trees on the <br />4300 West Round Lake Road property. The revised landscaping plan shall be subject <br />to City Planner and City Forester approval prior to the issuance of any building <br />permits. <br />6. Any deciduous trees that do not survive the tree relocation shall be replaced with <br />another deciduous tree that is at least 2 caliper inches. Any coniferous trees that do <br />not survive the relocation shall be replaced with another coniferous trees that is at <br />least six feet tall. The replacement tree species and location shall be subject to City <br />Planner and City Forester approval. There shall be no net loss in the number oftrees. <br />7. The applicant shall submit a $2500 financial surety to the City to ensure the viability <br />of the relocated trees and, if necessary, to ensure the replacement of any trees that do <br />not survive. The escrow shall be retained by the City for at least one year after the <br />
