He asked the Council consider assessing them for only one lot. Mayor Harpstead <br />requested staff follow-up on Mr. Flaherty's concerns/issues. <br /> <br />Dan Flaherty, 1273 County Road E, speaking on behalf of Flaherty's Arden Bowl, stated he <br />was concerned about damage to their property, irrigation system, electrical wires, and parking lot. <br />He indicated the contractor had asked to store some material on their parking lot, and he had <br />showed the contractor where they could store their materials. He stated the following day he also <br />found that they were storing equipment on their lot. He provided the City Council photographs <br />of the site. He stated they also had not received notification prior to the beginning of <br />construction. <br /> <br />Nicholas Walker, 1518 Briarknoll Drive, stated his street was in the same condition as the <br />neighboring streets which were seal coated, and asked why his street was not just seal coated. He <br />expressed concern that Briarknoll Drive is used as a cut-through street by people who do not live <br />in the neighborhood, and asked that a reduced assessment rate be considered as a result. He <br />noted several utility repairs have been completed along Briarknoll Drive in the recent past. He <br />noted his area was used as a cut-through and requested the City consider reducing the assessment <br />due because of the cut-through. Councilmember Holden noted the entire City was used as a <br />cut-through and his street was no different than other streets in the City. She stated she was <br />concerned about maintaining the streets before they need full reconstruction. <br /> <br />Councilmember Grant asked if staff would look at the letter they were using and determine if <br />anything had changed from previous letters sent. <br /> <br />Mark Jedlinski, 1537 Briarknoll Drive, echoed previous concerns regarding notification. He <br />noted he owns property in Fridley, which was assessed $1,800 last year for a complete street <br />reconstruction project. The sanitary sewer repair is right in front of his house; he commented <br />that the contractors indicated the quality of the original construction seemed substandard. <br /> <br />Judy Ophaug, 1556 Briarknoll Drive, asked whether historical information was available as to <br />the amount of past assessments for similar proj ects. She also noted the overhead included in the <br />assessment rate appeared to be high. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Grant seconded a motion <br />to continue the public hearing to May 29,2007. The motion carried unanimously <br />(5-0). <br /> <br />7. NEW BUSINESS <br /> <br />A.
