<br />~ <br />~HILLS <br /> <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION NO. 07-41 <br /> <br />A RESOLUTION TO ORDER AN AL TERNA TIVE URBAN AREA WIDE REVIEW <br />(AUAR) FOR THE TWIN CITIES ARMY AMMUNITION PLANT REDEVELOPMENT <br />PROJECT <br /> <br />WHEREAS, Minnesota Rules Part 4410.3610 provides for a substitute form of Environmental <br />Review known as an Alternative Urban Areawide Review (AUAR) process; and <br /> <br />WHEREAS, an Alternative Urban Areawide Review (AUAR) process allows for the <br />environmental review of development and associated infrastructure in a particular geographic <br />area within ajurisdiction if the local government unit has an adopted Comprehensive Plan; and <br /> <br />WHEREAS, the adopted Comprehensive Plan must contain at least the following elements: a <br />land use plan; a public facilities plan including a transportation plan, and sewage collection <br />system policy plan; and an implementation program; and <br /> <br />WHEREAS, the City of Arden Hills has an adopted Comprehensive Plan containing the <br />required elements; and <br /> <br />WHEREAS, the specified boundaries for the Twin Cities Army Ammunition Plant (TCAAP) <br />Redevelopment Project AUAR are shown in the attached exhibit; and <br /> <br />WHEREAS, the City of Arden Hills is the Responsible Governmental Unit (RGU) pursuant to <br />Minnesota Rules Part 4410.3610 Subp. I; and <br /> <br />WHEREAS, there is uncertainty as to the exact timing of the development stages on the site <br />with anticipated development to begin in 2008; and <br /> <br />WHEREAS, the TCAAP Redevelopment Project is consistent with the City's adopted <br />Comprehensive Plan and with known development plans of property owners within the area; and <br /> <br />WHEREAS, the City of Arden Hills deems an Alternative Urban Areawide Review (AUAR), <br />provided for in the Minnesota Environmental Review Program, to be the most appropriate form <br />of environmental review for the TCAAP Redevelopment Project; and <br /> <br />WHEREAS, the project proposer and the City have agreed that to extend the AUAR time limit <br />to March 24, 2008, the opportunity tor such extension being provided for by Minnesota <br />Environmental Review Program rules. <br />
