<br />reviewed the proposal at their August 2, 2006 meeting and recommended the PUD for approval <br />on a vote of6 to 1. <br /> <br />During August and September, a number of residents in the surrounding area voiced concerns to <br />the Council over the proposed development. Council unanimously approved the PUD at the <br />September 25, 2006 Council meeting, adding several amendments to the conditions to address <br />resident concerns. <br /> <br />On November 20, 2006, Royal Oaks submitted a letter to the Mayor and City Council stating that <br />they no longer wished to pursue the purchase of the old city hall site due to the following <br />reasons: <br /> <br />. PUD Restrictions <br /> <br />. Limited Signage <br /> <br />. Subleasing Restrictions; and <br /> <br />. Multiple tenant restrictions. <br /> <br />Discussion <br /> <br />At the February 20,2007 Council Work Session, staff requested direction on process and <br />procedures for the sale of city-owned property. At that meeting, Council directed staff to develop <br />an RFP (Request for Proposals) process for the future disposition of city-owned property that <br />would include significant public participation and input into the creation of the development and <br />design standards. <br /> <br />Attached is a proposed Gantt Chart (Attachment A) detailing the steps in the process and timeline <br />for the development of a formal RFP that would include development and design standards for <br />the sale of the former City HalllPublic Works facility. <br /> <br />The process as outlined provides for a significant amount of public, commission, and Council <br />input. By incorporating this level of input, the process does become quite lengthy.
