The park currently <br />experiences drainage problems due to the minimal difference in elevation between the park and <br />the ordinary water level of Lake Valentine. <br /> <br />The Local Stormwater Management Plan prepared by SEH in 2001 identifies Valentine Park as <br />the location of a regional pond. The proposed regional pond would serve a drainage area of 58 <br />acres. The proposed size of the pond, as reported in the management plan, is 2.46 acres in <br />surface area, or approximately 85% of the area of the park. <br /> <br />The Parks, Trails and Open Space Plan prepared by the PTRC in 2002 proposed improvements <br />to Valentine Park. The proposal includes two ponding areas, storm sewer and overall drainage <br />improvements, replacement of park and play structures, the parking lot and the construction of a <br />new trail. Estimated costs were listed at $140,000 for these improvements. <br /> <br />Due to an increase in construction costs over the last 5 years, a revised estimate should be used <br />for planning and budgeting purposes. An estimated cost for pond construction, drainage <br />improvements (regrading the park), basic landscaping, and parking lot, trail and half-court <br />basketball construction is about $220,000, including estimated engineering fees. This cost is <br />preliminary and does not include park structure improvements. <br /> <br />A study of the entire drainage area is recommended prior to improvements at the park.
