<br />ARDEN HILLS CITY COUNCIL WORK SESSION-June 18, 2007 <br /> <br />4 <br /> <br />Mayor Harpstead asked why the City's percentage increase of the RCSD budget is higher than a <br />number of the other seven contract cities. <br /> <br />City Administrator Michelle Wolfe noted that there have not been any changes to the existing <br />law enforcement contract. <br /> <br />Undersheriff Altendorfer said that he will review the proposed percentages and will let City <br />Administrator Wolfe know why the proposed percentages have gone up for the City in 2008. <br /> <br />Councilmember McClung commended the RCSD for the services that they provide to the City of <br />Arden Hills. <br /> <br />Councilmember Holden asked why the RCSD did not inform the residents of Thorn Drive that an <br />identifY theft may have occurred when the neighborhood experienced a number of break-ins last <br />winter. <br /> <br />Undersheriff Altendorfer said that he was not aware of the communication problems, but RCSD <br />will work on improving its communication with the residents when an incident like this occurs in <br />the future. <br /> <br />Councilmember Holmes asked if the RCSD staffmg levels will be affected by the Republic <br />National Conference in 2008. <br /> <br />Sheriff Fletcher said that RCSD will not sacrifice the current level of police coverage for the <br />contract cities due to the Republican National Convention. <br /> <br />ECONOMIC DEVELOPMENT COMMISSION STRATEGIC PLAN PRESENTATION <br /> <br />Mayor Harpstead stated that the Economic Development Committee (EDC) has been asked by <br />the City Council to assist with creating a list of economic development initiatives for the City <br />Council to consider. <br /> <br />Community Development Director Karen Barton noted that in March of 2006, the Economic <br />Development Commission contracted with DeSCo, Inc., to develop an Economic Development <br />Strategic Plan for the City. DeSCo spent several months working with the Economic <br />Development Commission, interviewing City Council members, Economic Development <br />Leaders, Key Stakeholders, and the general public to gather information to prepare a strategic <br />plan for the City. On August 16,2006 the EDC adopted the Strategic Plan. In October of2006, <br />the EDC presented the Strategic Plan to the City Council. At that time, the Council received the <br />Plan and directed the EDC to make revisions and bring it back to Council for approval. Since <br />that time, the Economic Development Commission has had numerous meetings discussing and <br />refining the Strategic Plan. <br />
