<br />PRELIMINARY DRAFT FOR REVIEW BY CITY OF MINNETONKA <br />Further changes are anticipated following Signage Workshop <br /> <br /> <br />**Preliminary Report is specific to City of Minnetonka issues and may not be sufficient to <br />address concerns in other communities** <br /> <br />The frequency of change is determined by the interval of time between sign image changes. <br />The rate of change can usually be adjusted by the owner and operator of the sign. Frequency <br />of change is highly variable, with some on-premise signs changing faster than once per <br />second. While no standard is generally accepted, local government agencies have used <br />ordinances to limit the frequency to anywhere from 5 seconds to 24 hours, <br /> <br /> <br />Frequencv of Change <br /> <br />Interactive signs <br /> <br />Interactive signs change their message based on the person viewing it. For example, the <br />carmaker MINI has installed variable message signs that display a customized message to car <br />owners who have special key dongles containing a radio frequency identification (RFJD) <br />chips when the dongle is in close proximity to the sign. <br /> <br />Another example is a microphone system that identifies the radio stations passing drivers are <br />listening to and displays a specific message for that station. <br /> <br />~o <br />
