ARDEN HILLS CITY COUNCIL - AUGUST 27, 2007

4

stated it may be difficult to secure the federal funds without the state match. Mr. Hoag has
tentative meetings with Mn/DOT next week to discuss the plan and they would act as a
supporting agent.

Mayor Harpstead requested an update be given to Council of any other information obtained
from that meeting.

The motion carried unanimously (5-0).

6. PUBLIC HEARINGS

None.

7. NEW BUSINESS

A. Motion to Approve the Engineering Consultant Pool

Ms. Giga reviewed the request for approval of a municipal engineering consultant pool. She
reviewed the names of the recommended firms for each category. The categories reviewed were:
planning, design of municipal projects, miscellaneous engineering, traffic and transportation
engineering, and surface water resources engineering. Ms. Giga stated staff recommends
approval of the engineering consultant pool.

Councilmember Holden asked if there was an emergency what would be the response time for
these firms. Ms. Giga stated all firms indicated they would accommodate the City's timeline.
The level of intensity would depend on the project. All firms were very agreeable to meet the
City's needs. Ms. Wolfe stated quotes could be obtained quickly from these firms without
having to go through a formal bidding process since they are preapproved in the engineering
consultant pool.

Councilmember Holden asked how long this pool would be in effect. Ms. Giga stated
approximately a 5-year period. Typically other cities that have done this type of pool process do
an update every 5-7 years.

Mayor Harpstead asked what the process would be for changing the members of the pool. Ms.
Wolfe stated it would come before the Council.

Councilmember Grant asked if any of the 11 interviewed were not selected. Ms. Giga stated
nine of the eleven were recommended for inclusion in the pools. When the process was started it
was thought it would be five firms per category. The potential workload was looked at and this
was adjusted to three-four firms, because it was not desired to overload the pool.
Councilmember Grant asked if the City of Roseville did the same process. Ms. Giga stated
they did not have a pool at this point; they have a more informal process at this time.
