<br />Comprehensive Plan (full npdate and amendment for TCAAP) <br /> <br />. A meeting to update the Planning Commission and City Council on the Comprehensive Plan is <br />scheduled for October 3, 2007. A second public meeting on the Comprehensive Plan is <br />scheduled for October 16, 2007 from 6:30 to 8:30 p.rn. at the Ramsey County Public Works <br />Facility. <br /> <br /> <br />County Road H <br /> <br />. The preliminary design stage continues to move forward and to date the following items have <br />been completed: <br /> <br />o Environmental Documentation - The field work associated with the state and federal <br />environmental review which includes wetland delineations, threatened and endangered <br />species review and contaminated properties review. <br /> <br />o Traffic Engineering - All back ground traffic data collection is completed, the freeway <br />and arterial models have been built and calibrated, 2030 traffic forecasts are completed <br />and preliminary operational analysis is done. <br /> <br />o Preliminary Design - Working closely with MNDOT, the preliminary layout was refined <br />and several design challenges were identified. Meetings have been held with Met <br />Transit, Ramsey County Parks, and Rice Creek Watershed. Based on these meetings <br />several layout changes have occurred. <br /> <br />o MNDOT Cooperative Agreement Funding Request - An application was just submitted <br />to MNDOT requesting $594,000 (the maximum available). These dollars are available <br />for fiscal year 2009 (July 2008 - June 2009) and will be utilized as part of the local match <br />for the federal funds that are being pursued. <br /> <br />o Construction Cost Estimate - Due to a groundwater issue discovered during preliminary <br />design, a change in the ramp alignments along the west side of I-35W was required. In <br />addition, MNDOT has requested that the reconstructed Highway 10 ramps be built 2- <br />lanes wide. These changes have resulted in an increase in the overall cost estimate from <br />$20 million to $25 million. <br /> <br />Next steps are to fmalize geometric design layout and submit it to MNDOT for staff approval in <br />October. <br /> <br />Hwy 10 and 96 <br /> <br />. On September 10, 2007, Ken Helvey, Relocation Consultant with SRF, provided an overview of <br />relocation benefits for affected property owners to the City Council. <br /> <br />. On September 17, 2007, the City Council discussed the design options for Highway 10 and 96.
