<br />Memorandum to Dennis Trooien, Dennis Properties <br />Subject: Traffic and Parking Study for Proposed Redevelopment of Arden Plaza <br />Page 11 of 15 <br />September 17, 2007 <br /> <br />Traffic Safetv on Countv Road E, Lexington Avenue, and at Countv Road E/Lexington Avenue <br />Intersection (question c) <br /> <br />To examine traffic safety, we obtained crash data from the Minnesota Department of Transportation <br />for County Road E and Lexington A venue along the frontage of the subject site and at the County <br />Road E/Lexington A venue intersection for the past five years (2002 to 2006). Based on these crash <br />data, there was only one reported crash (possible injury) at the site access on Lexington Avenue. <br />No crashes were reported at the site access on County Road E. There were a total of 74 reported <br />crashes at the County Road E/Lexington A venue intersection. Since the proposed development will <br />increase the traffic volume at the County Road E/Lexington A venue intersection by only 2.7 <br />percent. the crash frequency at this intersection is not expected to change significantly. A total of <br />two "segment" crashes were reported on Lexington Avenue between County Road E and the site <br />access. Since the proposed development will not significantly alter the traffic volumes, no <br />significant changes are expected in crash frequency on that segment of Lexington A venue. <br /> <br />One concern that was raised at the Planning Commission meeting on August 1 was regarding the <br />safety impacts of "weaving" maneuvers due to motorists exiting at the access on County Road E <br />to turn right on to County Road E and then change lanes to turn left on to Lexington Avenue. <br />Based on our review, these maneuvers are not expected to cause any negative safety impacts on <br />County Road E for the following reasons: <br /> <br />. Those maneuvers are not truly weaving maneuvers becanse motorists exiting the site <br />will turn only when there is a gap in eastbound through traffic. <br />. The crash data shows no reported "segment" crashes in the past five years on County <br />Road E between the site access and Lexington A venue. <br /> <br />Adequacv of Internal Traffic and Parking Operations (question d) <br /> <br />We reviewed the adequacy of the current site plan with respect to the following three items: <br /> <br />. Overall adequacy of proposed parking supply <br />. Relatively high parking demand at the south end of the site <br />. Head-in parking along the east edge of the existing retail building <br />. Drive-through queuing for the proposed pharmacy <br /> <br />Results of our review regarding each of the above four items are presented next: <br /> <br />. Our parking review was based on the <br />City's Zoning Code requirements and data presented in the Institute of Transportation <br />Engineers' Parking Generation, Third Edition. Results of our review are presented next. <br />
