Memorandum to Dennis Trooien, Dennis Properties
Subject: Traffic and Parking Study for Proposed Redevelopment of Arden Plaza
Page 14 of 15
September 17, 2007

o Better alignment of the drive aisle with the driveway on County Road E.
o Head-in parking is not uncommon for similar neighborhood retail centers.

. Drive-through queuing for proposed phannacy. The current site plan shows a stacking
distance of approximately 80 feet for drive-through queuing. This stacking distance can
accommodate a total of four vehicles in the drive-through queue. To determine if this
space is sufficient to accommodate the expected drive-through queuing for the pharmacy,
we obtained data collected at six other pharmacies (all WaJgreens stores) in the Twin
Cities Metropolitan area. All of those six pharmacies have two drive-through windows,
whereas the proposed pharmacy will only have one drive-through window. At one of the
six pharmacies, the maximum drive-through queue was one vehicle. At two of the
pharmacies, the maximum queue was two vehicles. At the remaining three pharmacies,
the maximum queue was three vehicles. Since the proposed pharmacy will provide space
for four vehicles, we are confident that the drive-through queuing for the pharmacy will
adequately be accommodated.

The current site plan provides 90-degree parking with two-way circulation just west of
the pharmacy drive-through. This arrangement creates a northbound lane "sandwiched"
between two southbound lanes - one for the pharmacy drive-through and the other for the
parking aisle. This arrangement will result in motorist confusion and serious safety
conflicts in this location. To mitigate this problem, we recommend that the 90-degree
parking be converted to angle parking with one-way circulation in the southbound
direction.
