V. REGULATIONS <br />This Plan recognizes the numerous entities involved in water resources management and <br />environmental protection. It avoids duplicating efforts of others by assuring continuity <br />between Northwestern College and the Rice Creek Watershed District (RCWD), Ramsey <br />County, the Metropolitan Council (METCO), State of Minnesota Agencies such as the <br />Department of Natural Resources (MDNR), the Department of Health (MDH) and the <br />Board of Soil and Water Resources (BWSR), plus Federal Agencies, most notably the <br />Environmental Protection Agency (EPA). Within this context, this Plan meets the provisions <br />of the Federal Clean Water Act and Minnesota Statutes 473, 879, and 103B.235. It also <br />conforms to Minnesota Rules 8410 and RCWD Rules. <br />The State of Minnesota adopted the Minnesota Watershed District Act in 1955. This Act, <br />now codified in Minnesota Statues 103D (formerly Chapter 112), provides for <br />establishment of watershed districts "to conserve the natural resources of the state by land <br />use planning, flood control, and other conservation projects using sound scientific <br />principles for the protection of the public health and welfare and provident use of the <br />natural resources." <br />The RCWD is a special purpose unit of local government created to carry out watershed <br />management. The Minnesota Water Resources Board (MWRB) established the District in <br />1972, under the authority of Minnesota Statutes 103D. The original RCWD plan for water <br />management was prepared in 1974. A "second generation" plan was completed in 1990, in <br />compliance with the Metropolitan Surface Water Management Act (Minnesota Statutes <br />103B). That plan has been updated in 1994, 1997, and 2000. The RCWD mission <br />statement is "Prevent flooding and enhance water quality in harmony with development for <br />the common good". The District's objectives include: (A) Minimize public expenditure to <br />control runoff, (B) Improve water quality, (C) Prevent flooding and erosion, (D) Promote <br />groundwater recharge, (E) Protect and enhance fish and wildlife habitat and recreation and <br />(F) Provide for the transition of water management to local units of government. <br />A.
