NORTHWESTERN COLLEGE MASTER PLAN
TRAFFIC AND PARKING IMPACT STUDY
I. INTRODUCTION
Founded in 1902 as the Northwestern Bible and Missionary School, Northwestern College
is a private, non-denominational Christian College. Northwestern's academic program
offers 45 bachelor degrees ranging from elementary education and pastoral studies to
broadcasting/electronic media and psychology. In 1949, the College broadened its focus
when Twin Cities' radio station KTIS went on the air. Below is an image of the campus as it
appears today.

II. BACKGROUND
The purpose of this Study is to identify the potential traffic and parking impacts of the
proposed Northwestern College Campus Master Plan expansion. Traffic and parking
analyses were conducted for Existing Conditions, Year 2018 Background Conditions
(without Master Plan construction), and Year 2018 Cumulative Conditions (with College
Master Plan buildout). Needed roadway improvements are suggested for 2026
Background Conditions and potential College Master Plan mitigation measures are
recommended.
Northwestern College Master Plan 1 13529.000
Traffic and Parking Impact Study
