<br />• LOS E represents operating conditions at or near the capacity of the intersection. <br />Average delays of 35 to 50 seconds per vehicle are experienced at unsignalized <br />intersections and from 55 to 80 seconds at signalized intersections. Freedom to <br />maneuver within the traffic stream is very difficult. Any incident can be expected to <br />produce a breakdown in traffic flow with extensive queuing. <br />• LOS F describes forced flow operation at very low speeds. Operations are <br />characterized by stop-and-go traffic. Long average delays of more than 50 seconds <br />per vehicle occur at unsignalized intersections and of more than 80 seconds per <br />vehicle at signalized intersections. <br />Though there are no hard and fast guidelines in Minnesota for what level of service is <br />considered acceptable, it is typical for an intersection with an overall LOS C to be <br />considered acceptable in rural areas and for an overall LOS D to be acceptable in more <br />urban or developing areas. <br />IV. EXISTING CONDITIONS <br />A. Existing Traffic Operations <br />Turn movement counts for the a.m. and p.m. peak hours were taken in May 2006 and <br />then adjusted for seasonal variation. The resulting a.m. and p.m. peak hour turn <br />volumes are shown in Figure 1. Existing a.m. and p.m. peak hour traffic conditions <br />were modeled using Synchro/SimTraffic simulation software.
