<br />A net increase of 238 a.m. peak hour trips and 365 p.m. peak hour trips are <br />anticipated from campus expansion at buildout. The distribution of campus-generated <br />trips was estimated based on existing commuter student, faculty and staff residential <br />zip codes. Estimated distribution percentages for commuter students and college <br />faculty and staff are shown in Table 3. <br />B. Year 2018 Cumulative Traffic Operating Conditions <br />Estimated Year 2018 cumulative traffic turn volumes are shown in Figure 4. The <br />results of the future traffic analysis with campus expansion and no roadway <br />improvements are summarized in Table 4. The net differences between 2018 <br />Cumulative Conditions and 2018 Background Conditions represents the impact of the <br />Northwestern College Campus Expansion. As shown in Table 4, the most significant <br />impacts of the expansion are projected to occur at Fairview Avenue/Lydia Avenue <br />and at the College entrance at the intersection with Lydia Avenue and Lincoln Drive. <br />At Fairview Avenue/Lydia Avenue future p.m. peak hour traffic operations would fall <br />to LOS D overall, and the southbound approach would drop to LOS E in part due to <br />campus-generated traffic moving through the intersection. At Lydia Avenue/College <br />entrance overall operations would fall to LOS F with the southbound (College <br />outbound) approach operations falling to LOS F with nearly eight minutes of delay per <br />vehicle.
