VIII. SUMMARY AND CONCLUSIONS The purpose of this Study is to identify the potential traffic and parking impacts of the proposed Northwestern College Campus Master Plan expansion. The following conclusions summarize the results of this Study: A. By Year 2018 overall intersection operating conditions at Snelling Avenue/Lydia Avenue and Snelling Avenue/County Road C-2 will drop to LOS F and E, respectively, in the p.m. peak hour due to rapid growth in background traffic levels. B. Existing and future year conditions dictate the need to correct for insufficient sight lines at the intersection of Lydia Avenue/Lincoln Drive (College entrance); removal of trees, brush, and berms will be needed to provide adequate sight distances for vehicles exiting the campus. C. Neighborhood concerns about near campus spillover parking on local streets east of Snelling Avenue should be alleviated with implementation of the Master Plan; the parking analysis demonstrates that future peak parking demand will be accommodated by new parking ramps constructed on campus. D. Specific measures to mitigate traffic-related impacts of Year 2018 Cumulative Conditions with Master Plan buildout are recommended, including the following: 1. Implementing a traffic signal at Fairview Avenue/Lydia Avenue with an exclusive southbound left turn lane of 250 feet. 2. Directing outbound right turns and inbound left turns to and from the west via the Northwestern College west gate during the p.m. peak hour and adding an eastbound 150-foot left turn lane at the west gate and appropriate berming on the south side of the intersection. 3. Adding an exclusive westbound right turn lane at Lydia/College entrance to facilitate safe maneuvers for college-bound vehicles. 4. Adding one new exclusive eastbound left turn lane at Snelling Avenue/Lydia Avenue with left turn lanes extended to 200 feet.
