<br />VIII. SUMMARY AND CONCLUSIONS <br />The purpose of this Study is to identify the potential traffic and parking impacts of the <br />proposed Northwestern College Campus Master Plan expansion. The following <br />conclusions summarize the results of this Study: <br />A. By Year 2018 overall intersection operating conditions at Snelling Avenue/Lydia <br />Avenue and Snelling Avenue/County Road C-2 will drop to LOS F and E, <br />respectively, in the p.m. peak hour due to rapid growth in background traffic levels. <br />B. Existing and future year conditions dictate the need to correct for insufficient sight <br />lines at the intersection of Lydia Avenue/Lincoln Drive (College entrance); removal of <br />trees, brush, and berms will be needed to provide adequate sight distances for <br />vehicles exiting the campus. <br />C. Neighborhood concerns about near campus spillover parking on local streets east of <br />Snelling Avenue should be alleviated with implementation of the Master Plan; the <br />parking analysis demonstrates that future peak parking demand will be <br />accommodated by new parking ramps constructed on campus. <br />D. Specific measures to mitigate traffic-related impacts of Year 2018 Cumulative <br />Conditions with Master Plan buildout are recommended, including the following: <br />1. Implementing a traffic signal at Fairview Avenue/Lydia Avenue with an exclusive <br />southbound left turn lane of 250 feet. <br />2. Directing outbound right turns and inbound left turns to and from the west via the <br />Northwestern College west gate during the p.m. peak hour and adding an <br />eastbound 150-foot left turn lane at the west gate and appropriate berming on <br />the south side of the intersection. <br />3. Adding an exclusive westbound right turn lane at Lydia/College entrance to <br />facilitate safe maneuvers for college-bound vehicles. <br />4. Adding one new exclusive eastbound left turn lane at Snelling Avenue/Lydia <br />Avenue with left turn lanes extended to 200 feet. <br />Northwestern College Master Plan 25 13529.000 <br />Traffic and Parking Impact Study
