<br />At the September 5, 2007, Plamring Commission meeting, there was a concern about the <br />parking in front ofthe strip mall and pedestrian safety. The revised plans include <br />pedestrian walkways along with the parking stalls to provide safer entering and existing <br />the strip mall; however, that results in a loss of 15 parking stalls. The submitted traffic <br />study addresses the safety concerns of this type of parking. The submitted traffic and <br />parking study indicates that the remaining parking should be sufficient. <br /> <br /> <br />3. Parking Configuration <br /> <br />4. Traffic and Parking Safetv Studv <br /> <br />The applicant has submitted the parking study requested by Ramsey County and the City. <br />The study is currently being reviewed by Ramsey County Public Works, and the City has <br />contracted with SRF Consulting to review the study on behalf of the City. Unfortunately, <br />the reviews were not ready in time for the release of this report. The reviews will be sent <br />out as soon as they are sent to the City. <br /> <br />According to the submitted traffic study, the number of trips in and out of the property <br />will increase approximately 55 percent due to the different mix of uses. The actual <br />square feet of building space would not significantly change. The results of the traffic <br />study indicate that the Lexington Avenue and County Road E intersection currently <br />operates at Level of Service (LOS) E, which is the second worst rating, and it will operate <br />at LOS F in 2009 with or without the proposed development. However, the study <br />proposes mitigation measures that may increase the LOS at the intersection to a D rating, <br />which would be an improvement over current conditions at the intersection. The County <br />and SRF Consulting are analyzing the proposed mitigation measures to determine their <br />effectiveness. <br /> <br />The traffic study reviews the two access points to the property on pages seven and eight. <br />Those results are also being evaluated and should be ready before the Plarming <br />Commission meeting. <br /> <br />Please note that the reviews from SRF Consulting and Ramsey County are unlikely to <br />offer a recommendation on whether or not the redevelopment proposal should be <br />approved.
