<br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />October 29, 2007 <br /> <br />CC Agenda Item 4.B <br /> <br />TO: Mayor & City Council <br /> <br />FROM: James Lehnhoff, City Planner <br /> <br />SUBJECT: Resolution Authorizing the Application for Recycling SCORE Grant Funds <br />from Ramsey County <br /> <br />Request <br /> <br />Resolution 07-70: Authorizing the Application for Recycling SCORE Grant Funds for 2008 in <br />the Amount of $20,301.00 <br /> <br />Backl!round <br /> <br />For 2008, the City of Arden Hills is eligible to apply for $20,301.00 in grant money from <br />Ramsey County's recycling SCORE grant program. The grant can be used to offset the cost of <br />the City's recycling program, including administration, equipment, and collection costs. In the <br />past, the City has primarily used the grant money to offset collection costs. The County requires <br />a resolution from the City Council to authorize the application for the SCORE grant. The only <br />requirement of the grant is that the money can only be used for the City's recycling program. <br /> <br />The budget for the City's recycling program in 2007 was $85,655. The City received $18,396 in <br />SCORE grant money in 2007, which offset approximately 21.5 percent of the cost of the <br />residential recycling program. Recycling fees, which are assessed to each participating <br />residential property, covered the remaining portion of the recycling budget. <br /> <br />SCORE originally stood for the Governor's "Select Committee on Recycling and the <br />Environment." The grant and reporting program used to collect recycling information is now <br />generally referred to as the SCORE program or SCORE report. For more information, please <br />visit htto:/ /www.oca.state.nm.us/oea/1c/ score.cJ1n. <br /> <br />The City issued a request for proposals (RFP) for residential recycling services in early October <br />because the current recycling contract with Waste Management expires on February 29,2008. <br />Five companies have submitted a letter of intent to submit a proposal in response to the City's <br />RFP. The proposals are due on November 14, 2007.
