<br />PLANNING CASE # 07-028 - SITE PLAN REVIEW; MOUNDS VIEW SCHOOL <br />DISTRICT. VALENTINE HILLS ELEMENTARY AND MOUNDS VIEW <br />HIGH SCHOOL <br /> <br />Ms. Beekman reported that the applicant submitted a site plan review to install <br />banners on several light posts at Mounds View High School and Valentine Hills <br />Elementary. She then provided background information and said staff <br />recommends approval subject to the following four conditions: <br /> <br />1. The project shall be completed in accordance with the plans submitted as <br />amended by the conditions of approval. Any significant changes to these <br />plans, as determined by the City Planner, shall require review and <br />approval by the Planning Commission and City Council. <br /> <br /> <br />2. The applicant will obtain a sign permit for each site prior to installation of <br />any signs. <br /> <br />3. Except for the existing lighting posts, the banners shall not have new <br />lighting directed at them. <br /> <br />4. If a banner becomes damaged, it shall be promptly removed or replaced. <br /> <br />Chair Sand opened the floor to Commission questions. <br /> <br />Commissioner Holewa inquired if the schools have been given permission from <br />the other cities for the signs. Collin Sokolowski, Mounds View Public Schools <br />Public Relations Director, stated that the signs have been approved in the other <br />cities and have been ordered. <br /> <br />Commissioner Thompson stated that she noticed the elementary school would <br />have ten banners instead of nine. Mr. Sokolowski stated that it is correct. <br /> <br />Chair Sand inquired about the location for the signs on the posts. Mr. Sokolowski <br />stated that he would need to take the measurements for the sign currently located <br />there and the banners would be hung at a consistent height. <br /> <br />Chair Sand inquired if the height would be above the sight line for bus drivers. <br />Mr. Sokolowski stated that they would be hung in coordination with the busses <br />and all traffic. <br /> <br />Commissioner Larson inquired if the banners would be hung under the light. Mr. <br />Sokolowski stated the recommended height from the sign vendor is 8.5 feet. He <br />stated he would like the schools to be given flexibility to determine the height. <br />
