Third-party review of <br />redevelopment activities <br /> <br /> <br />Since 1978, Barr Engineering Company has provided complete CERCLA-related services to Joslyn <br />Manufacturing Company at its former wood-treating facility in Brooklyn Center, Minnesota. This 30-acre <br />site was formerly used to treat utility poles with creosote and pentachlorophenol. <br /> <br />Ban' performed a remedial investigation that assessed the extent of contaminated soil, wood treating <br />sludge, dense and light nonaqueous-phase liquids, and contaminated groundwater at the site. We then <br />completed a feasibility study that evaluated remedial action alternatives, including treatment of <br />contaminated soil using a range of technologies. We prepared the designs and plans and specifications <br />and managed construction of the remedial actions, which included pumpoll! and disposal of nonaqueous- <br />phase liquids and excavation and off-site disposal of approximately 20,000 tons of contaminated soil in a <br />hazardous waste landfill. <br /> <br />The remedial action plan also included the excavation and land treatment of 80,000 cubic yards of <br />contaminated soil in a nine-acre biological treatment unit on the site, which exposes contaminated soil to <br />oxygen and allows microorganisms in the ground to convert hazardous chemicals into carbon dioxide. <br /> <br /> <br />One of the buildings at France <br />Avenue Business Park (photo <br />courtesy of Real Estate Recycling) <br /> <br />The remedial actions related to contaminated soil have been <br />completed. The land treatment unit has been closed and a real estate <br />developer developed much of the site into France Avenue Business <br />Park, a multi-building commercial development, including a <br />200,000 square-foot warehouse completed in 2000 and a 100,000 <br />square-foot office/warehouse building completed in 200 I. <br /> <br />An integral paI1 ofthe remedy, the development provided a cap for <br />much of the site and eliminated exposure pathways for residual <br />contaminants. Barr provided third-party review and oversight of the <br />developer's work to ensure that it did not adversely affect the <br />remedy of the groundwater and nonaqueous-phase-liquid and the <br />management of residual contaminants. <br /> <br />Most of the site has been remediated and delisted. <br /> <br />2J5079v2 <br /> <br />Barr Engineering Company <br /> <br />
