We prepared plans and specifications for demolition, abandonment of a <br />production well and monitoring wells, removal of wastes, removal ofa IS,OOO-gallon and a SOO-gallon <br />underground storage tank, and removal of contaminated soil. We assisted with the contracting and <br />bidding process, <br /> <br />Barr coordinated and negotiated with the MPCA's VIC and VPIC <br />programs throughout the project. During the demolition portion of <br />the project in July 1998, an MPCA inspection triggered various <br />meetings and negotiations with the MPCA conceming asbestos and <br />lead paint. The project team strongly negotiated the issues and was <br />able to keep the demolition activities under way. <br /> <br />Barr assisted the Port Authority with issues related to a media day <br />event kicking off the start of construction activities. We also <br />attended various neighhorhood meetings about the redevelopmem <br />of the property. <br /> <br />Barr conducted a groundwater receptor survey at the property as <br />required for closure of the petroleum leak sites, and prepared a <br />Petrofund reimbursement application submitted to the Department <br />of Commerce for costs associated with historical petroleum releases <br />at the property, <br /> <br />The response actions for the property were conducted in three <br />phases in 1998,2000, and 2001. The final response actions were <br />completed in October of2001. Barr provided construction observation during demolition, contaminated <br />soil removal, waste collection, profiling for treatment and disposal of wastes, and removal of the tanks <br />and contents throughout the course of the project. We prepared a response action implementation report, <br />which was approved by the MPCA. Certificatcs of complelion were issued for the property, <br /> <br />After completing the response actions, we assisted the St. Paul Port Authority with environmental aspects <br />of a geotechnical soil correction in preparation for redevelopment of the property. The soil correction <br />activities were completed in the fall of 2002.
