The proposed scope of work includes reviewing the Remedial Investigation <br />Report (RI Report) and Remedial Action Plan (RAP) prepared by the developer's environmental consultant, <br />Tetra Tech EM. This proposal describes our technical approach and cost estimate for the project. <br /> <br />PROPOSED WORK PLAN <br /> <br />Our work plan was developed based on your Request for Quotes, a preliminary review of the Field Sampling <br />Plan, Quality Assurance Project Plan, and information obtained from the City of Arden Hills web site. We <br />understand Arden Hills will be using the information from the characterization to achieve comprehensive <br />and appropriate property cleanup for its intended future use. The report information will also be used for <br />final negotiations of credits against the purchase price of the land with the Army. <br /> <br />Based on the information noted above and the level of regulatory involvement and scrutiny to date, we feel <br />it is safe to assume the investigative work will be thorough and accurate. Our review will focus more on the <br />remedial alternatives selected and the associated cleanup cost. Due to the potential cost implications to the <br />City and the extent those costs enter into negotiations with the Army, reviewing the remedial options and <br />costs appear to be more valuable to the City. This may require a significant amount of effort depending on <br />the back up information available or provided by the developer's consultant. Since we do not currently <br />know the volume or effort required to evaluate the cost/benefit of the remedial alternatives selected, the <br />costs will be evaluated for reasonableness and rated qualitatively (high, medium, low) based on the <br />historical performance of the technology selected. <br /> <br />A phased approach consisting of distinct tasks will be used to complete this project. Each task uses <br />information gathered in the previous tasks to better focus subsequent project phases.
