parking in front ofthe strip mall and pedestrian safety. The revised plans include
pedestrian walkways along with the parking stalls to provide safer entering and exiting
the strip mall (Attachment 3C-2). The submitted traffic study addresses the safety
concerns ofthis type of parking (attachment 3A-2).

4, Traffic and Parking Safety Study

The applicant has submitted the requested traffic and parking study, which was prepared
by Wenck Associates (Attachment 3A-2). The study and its methodology were reviewed
by Ramsey County Public Works and by SRF Consulting on behalf of the City, The
recommended conditions from SRF, which incorporates comments from Ramsey County,
are included in Attachment 3A-2 and are included in Staffs conditions of approval.
Since SRF and the County are in agreement with the results ofthe traffic study, a
complete review of the report would be repetitious in this memo, Therefore, the full
results and details of the traffic and parking analysis from Wenck Associates is included
in Attachment 3A-2.

The following conclusions were made in the traffic study submitted by Wenck
Associates:
. Overall traffic at the County Road E and Lexington Avenue intersection would
increase by 2.4 percent;
. Peak hour in the AM would generate approximately the same number of trips
before and after redevelopment with a change from the current 21 0 trips to 204
trips;
. Peak hour in the PM would generate an estimated 51 percent increase in trips
from the current 465 trips to 705 trips;
. The total daily trips in and out of the property would increase by approximately
55 percent from the current 4,900 trips to 7,600 trips;
. The Lexington Avenue and County Road E intersection currently operates at level
of service (LOS) D and will continue to operate at that level after redevelopment;
. The eastbound left turn movement (eastbound County Road E to northbound
Lexington) at the intersection currently operates at LOS F but could be improved
to an LOS D by adjusting the timing of the signals;
. Traffic exiting out ofthe property at the County Road E access point currently
operates at LOS F and would continue to operate at LOS F with the proposed
redevelopment. The delay time to make a left turn out ofthe property is expected
to increase from the current 78 seconds (with full building occupancy) to 308
seconds (with mitigation measures). The other exiting and entering movements
do not significantly change;
. Traffic exiting out of the property at the Lexington Avenue access point currently
operates at LOS F and would continue to operate at LOS F with the proposed
redevelopment. The delay time to make a left turn out of the property on
Lexington Avenue is expected to increase from the current 218 seconds (with full

City of Arden Hills
Planning Commission Meetingfor November 7, 2007

\\Metro-inet.us\ardenhillsIPlanningIPlanning Cases\2007\07-018 Arden Plaza PUD (In Review)\110707 - PC Report - Arden Plaza - Master
PUD.doc

Page 7 of 12
