<br />3.0 RESPONSES TO TRAFFIC QUESTIONS <br /> <br />CHANGES IN TRIP GENERATION DUE TO PROPOSED REDEVELOPMENT AND <br />IMPACTS ON TRAFFIC OPERATIONS AT SUBJECT INTERSECTIONS (QUESTION A) <br /> <br />To determine how the proposed redevelopment would affect the total trip generation for the site <br />during the a.m, peak hour, p,m, peak hour, and on a daily basis, the following approach was <br />used: <br /> <br />I) We completed traffic counts at the driveway intersections on County Road E and <br />Lexington Avenue on a typical weekday during the p.m. peak period. Using those traffic <br />counts, we determined the existing total p,m. peak hour trip generation for the site, <br /> <br />2) Since the proposed redevelopment involves removal of the existing office buildings, it is <br />important to divide the total trip generation for the site between retail and office. To <br />determine what portion of the existing trip generation is due to the office and what <br />portion is due to retail, we developed trip generation estimates for the existing uses based <br />on data presented in the Institute ofTransp011ation Engineers' (ITE) Trip Generation, <br />Seventh Edition. Based on the relationship between the estimated office (ITE land use <br />code 7 I 0) and retail (ITE land use code 820) trips, we divided the existing trip generation <br />for the site between retail and office. <br /> <br />3) As described earlier, there presently is some vacant space both in the office and retail <br />buildings. To determine the true change in trip generation for the site due to the proposed <br />redevelopment, it is important to calculate the total trip generation for the site with <br />existing uses fully occupied. Thus, the existing retail and office trips from step 2 were <br />increased by a ratio of total square feet to occupied square feet. The resultant trip <br />generation from this step is the total trip generation for the site with full occupancy of the <br />existing uses. <br /> <br />4) Trip generation for the proposed new retail uses was estimated based on data presented in <br />ITE Trip Genera/ion, Seventh Edition. <br /> <br />5) We removed trips due to the existing office buildings from the total trip generation for <br />the site with full occupancy of existing uses. We then added trip generation for the new <br />retail uses from step 4 to determine total trip generation for the site upon completion of <br />the proposed redevelopment. <br /> <br />6) Trip generation for the a.m. peak hour and on a daily basis was estimated using the p.m, <br />peak hour counts and based on the relationship between p.m. peak hour and a.m, peak <br />hour and daily trip generation as per ITE data, <br /> <br />6 <br />
