CITY COUNCIL UPDATE — Councilmember Grant <br /> The preliminary levy was set at $2,838,757, with the City's portion of the levy <br /> equating to a 4.9% increase over 2007. The final levy can decrease but it cannot <br /> increase. The levy was based off staff recommendations and council input. The <br /> actual tax rate with this proposed levy will result in a 2.2% decrease. County and <br /> schools impact is estimated to be about a 1.3% increase. Market value has <br /> increase on average 3.2%. <br /> There is still no financial analysis on TCAAP.
