He <br />stated there is also some potential for phased-in construction. He stated his overall <br />impression is that this decision would be problematic, but he would bring it back to <br />Mn/DOT for further review. <br /> <br />Mayor Harpstead asked what stage most cities get to before they find out if funding is <br />available. <br /> <br />Mr. Roy replied it could get to the concept design without identifying all the possible <br />funding sources. He stated that to apply for federal funds, a pretty well defined plan is <br />required. <br /> <br />Mayor Harpstead asked what the amount of time would be for the preliminary design. <br /> <br />Mr. Mark Benson, Short, Elliott, Hendrickson (SEH), replied from six to nine months. <br /> <br />City Administrator Wolfe reported she discussed the use of the second entrance with the <br />fire department. She reported the fire department is comfortable with a single entrance <br />design. <br /> <br />City Attorney Filla commented that any land use acquisition must define the public <br />purpose for the land. <br /> <br />Discussion ensued on the traffic plan. <br /> <br />Councilmember Grant stated that perhaps work should start now to acquire homes He <br />summarized that the financial analysis and density discussions must occur before he can <br />support a concept plan. He further stated that he wants to retain Scherer Brothers. <br /> <br />Councilmember McClung stated that he also wants to retain Scherer Brothers. <br /> <br />Councilmember Holden stated she would like a design plan built with a frontage road for <br />Scherer Brothers. She stated that we need to know Mn/DOT's position relative to Scherer <br />Brothers access, and that she really thinks a second access is needed for Arden Manor. <br /> <br />Mayor Harpstead clarified that Councilmember Holden would like to see a plan for a <br />second entrance and for the long term. <br /> <br />Mayor Harpstead stated he would like to avoid delaying tactics. He stated he would like <br />to move to the next step to gain insight. He stated the problem is deciding on the concept <br />plan to move forward. <br /> <br />Councilmember Grant commented the fmancial analysis and risk to the City should have <br />been done before the project began. He believes the cart was put before the horse. He <br />
