<br />ARDEN HILLS PLANNING COMMISSION - AUGUST 1,2007 <br /> <br />9 <br /> <br />Susan Severson, 1345 Arden View Drive, stated that she has lived her entire life in the <br />City, works in Shoreview, and commented on existing traffic problems that would be <br />magnified with the addition of a large development on the corner. She said the City <br />doesn't need a Walgreen's, but rather more small businesses, to maintain its quaint feel. <br /> <br />Mike Frattalone asked whether the Planning Commission's meeting next month would be <br />open, and Chair Sand responded that it would be an open public hearing. Mr. Lehnhoff <br />added that a recommendation is expected to be made by the Planning Commission and <br />then the City Council will make the ultimate decision. <br /> <br />Cindy Owen, 4490 Hamline Avenue, asked the Commission to evaluate what is being <br />brought into Arden Hills, provided a personal example of how the Arden Plaza Pharmacy <br />has extended excellent customer service to her and her family over the years over the last <br />30 years, and inquired about TCAAP. <br /> <br />Shawn O'Dougherty, 1630 Glenview Court, asked if snow removal had been factored <br />into the effect it would have on the number of available parking spaces and also <br />expressed concern about traffic flow. <br /> <br />Gregg Larson, 3377 North Snelling Avenue, expressed appreciation for the Arden <br />Pharmacy and noted its best selection of vintage candies. He acknowledged the <br />importance of the site in downtown Arden Hills, visible from County Road E and <br />Lexington, and said whatever goes in at the site will have an impact on the City. <br />Mr. Larson suggested that the City, in its course of making its decision, consider what it <br />wants, noting that developer likely is concerned primarily in maximizing a return on <br />investment. He recalled his experience, while serving on the Council, when the Cub <br />Store was added and how changes were made to accommodate some of the City's strong <br />preferences regarding landscaping and less signage. Mr. Larson urged the Commission <br />to pay attention particularly regarding signage, landscaping, making long blank walls <br />more attractive, and how the building relates to pedestrians and bicyclists. He said the <br />developer likely won't make suggestions to enhance this development for the City and so <br />it is up to Arden Hills' residents as well as the Planning Commission and Council to do <br />so. <br /> <br />Robin Allison, property manager, stated tenants in Arden Plaza, other than the pharmacy <br />and hardware store, are in support of the application. <br /> <br />Chair Sand closed the informational public hearing at 8:19 p.m. and opened the floor to <br />Commission comment. <br /> <br />Chair Sand said, whether or not the application goes forward, the key element is that <br />Walgreen's is seen as a cookie cutter and he believes Mr. Wellington and associates have <br />underplayed their ability for Walgreen's to make changes. He said he would hope some <br />issues are addressed and modifications made to the site plan. <br />
