~
~HILLS

MEMORANDUM

DATE:

December 10, 2007

Agenda Item 4.D.

TO:

Honorable Mayor and City Council Members
Michelle A. Wolfe, City Administrator

FROM:

Noah A. Simon, Assistant City Administrator

SUBJECT:

Approval of2008 Fee Schedule

Background:
The City Council annually establishes a fee schedule for administrative, building construction,
liquor licensing, copying of maps and ordinances, park and recreation facility usage, planning
and zoning, utilities, business licenses, false alarms and other miscellaneous permits and
penalties that are enforced by the City.

This year, in addition to having City staff review the proposed 2008 fee schedule, staff
conducted an informal survey of other jurisdictions asking for their fee data. Staff did consider
size, geographic location and other factors when analyzing the data that was submitted. In using
the data, Staff made sure the City's fees were in line with neighboringjurisdictions.

This year, Staff is recommending a number of changes and modifications to the City's fee
schedule. Substantive changes and changes that resulted in a fee increase or decrease are listed
below. Other changes such as editing are not reflected below.

. Section I, Administrative-Dogs and Cats
o Increased boarding fees for dogs and cats by $1.00 from $17.00 to $18.00
o Increased the administrative animal surrender fee for dogs and cats by $2.00 from
$22.00 to $24.00
o Deleted the first, second and third impoundment fee ($21.00, $42.00 and $64.00)
and replaced it with an impoundment fee of$42.00
o Increased the residential dog kennel license fee by $5.00 from $15.00 to $20.00
. Section II, Building Construction
o Increased the electrical permit minimum fee by $8.00 from $27.00 to $35.00
.
