The B-2 District includes those properties located along
the County Road E corridor between Lexington Avenue and Hamline Avenue, Counelly Avenue,
and Pine Tree Drive. As part of the development moratorium, the City must move forward with
a study ofthe area to establish a vision for development and redevelopment as well as to address
the other strengths and weaknesses of the B-2 District.

The first step in the study process is to prepare an RFP to solicit services from planning
consultants to assist Staff in the study, Although the schedule is subj ect to change, Staff
anticipates releasing the RFP for responses by the end of January. The study is anticipated to be
completed before the moratorium expires in November 2008. Although the exact details of the
RFP have not yet been set, Staff does expect the study to include a community involvement
process.

The draft 2008 budget includes $35,000 for the study process. In order to begin the study
process, Staff is requesting authorization from the City Council to move forward with the RFP
preparation process.

Recommeudation

Authorize Staff to Proceed with an RFP for a Small Area Plan of the B-2 District

\\Metro-inet,uslardenhillsIPlanning\City Council Memos\2007\B2 Study RFPI121007 - CC Report - B2 Study RFP Authorization.doc

Page 1 ofl
