Local Trail Connection Program Information <br /> <br />BACKGROUND <br />]n February of 2007, stafT applied for a Local Trail Connection Grant through the Minnesota <br />DNR. Unft)rtunately, the City was not selected ft)r the grant. The area that the PTRC and staff <br />recommended for this grant was a pathway connecting Perry Park down to our lift station. The <br />map from that application is included. The grade up to Perry Park is a challenge and the location <br />highlighted is the only feasible area for ADA compliance. ]n recent discussions with Ramsey <br />County regarding the Tony Schmidt underpass trail and the lift station road connection, the <br />County indicated they would seek funding to pave the lift station pathway from County Road E2 <br />to the underpass trail. This would leave the area from the underpass trail to the lift station, <br />unpaved. City stafT has tentatively planned to add that segment to the 2008 DNR grant <br />application. Staff has figured a preliminary cost estimate for this trail segment at S58.500 and <br />did place this in the approved 2008 budget. There is a fifty percent cash match for this program <br />It)!. eligible expenses. Therefore, if awarded the grant, the City must complete the project and <br />fully pay for it, produce documentation that shows actual expenditures and the City will receive <br />half of what was spent up to their grant award. Engineering fees are not eligible for <br />reimbursement (estimated at 58,500). The PTRC does have this trail location listed in their <br />strategies. The PTRC will bring back revised strategies. including this trail segment at a future <br />Council Meeting ft)r approval. The grant deadline is February 28, 2008, and awards will be <br />announced sometime in July 2008. Staff will bring ftlnvard an otlicial resolution to the City <br />Council supporting the completed grant application in February 2008. <br /> <br />RECOMMENDA nON <br />Staff recommends a motion to authorize City Staff to apply ft)!' a grant through the Minnesota <br />DNR Local Trai] Connection Program. <br />
