MEMORANDUM

DATE:

January 14, 2008

TO:

Mayor and City Council

FROM:

Michelle Olson, Parks and Recreation Manager

SUBJECT:

Cummings Park Hard Court Reconstruction Project including Hazelnut
Park and Ridgewood neighborhood Court Resurface Projects

BACKGROUND
On July 10, 2006, at a Regular City Council Meeting, the hard court maintenance schedule was
presented and discussed. The hard court surface at Cummings was on the schedule for
resurfacing or reconstruction in 2007. At that time, the City Council made the decision to budget
for a complete reconstruction of the Cummings Park hard courts. It was concluded that these
courts have cracking issues that cannot be resolved by simply resurfacing. Staffbudgeted
$35,000 for the Cummings Park Hard Court Project in 2007. WSB and Associates, Inc. was
selected by the City Council in September of2007 to prepare plans and specifications for the
reconstruction project at Cummings Park.

After plans and specifications were completed, WSB and Associates, Inc. solicited quotes from
five contractors who specialize in tennis court reconstruction. The quotes were returned with an
average price of approximately $65,000. Since the quotes exceeded $50,000, and the project
would need to be advertised for competitive bids, the City Council also directed staff to delay the
Cummings Park Hard Court reconstruction to spring of 2008 at their Regular City Council
Meeting on October 29,2007. Staffwas directed to update the 2008 budget and also include the
resurface of the hard courts at Hazelnut Park and the Ridgewood neighborhood (commonly
referred to as Sheehy Park). The hard court area at Hazelnut was scheduled to be resurfaced in
2008 and the Ridgewood tennis court was recently added to the schedule by the City Council
after the lease for the neighborhood association was not renewed. WSB and Associates, Inc. has
completed the plans and specifications for these projects as well.

BUDGET
Staff budgeted $70,000 from the Special Revenue Park Fund in 2008 for the Cummings Park
Reconstruction. Staff also budgeted $22,500 from the Park Maintenance Department within the
General Fund for hard court and trail resurfacing in 2008.

\\Metro-inet.us\ardenhills\PR&PW\Parks\Memos\Council Memos\Bid Authorization CummingsSheeHazO 1 1408-kg.doc
