<br />INTER~CITY COORDINATION CONCERNS <br /> <br />City Limits <br />Roseville's City Attorney has advised staff that Roseville cannot construct any improvements <br />north of the Roseville city boundary without executing an agreement with the City of Arden Hills <br />that defines the improvements and how they will be funded. The attorney has also advised staff <br />that properties located within Arden Hills cannot be assessed without agreement from Arden <br />Hills City Council. As a result, we are working on a draft agreement for review by the Arden <br />Hills City Attorney, which will be brought to the Arden Hills City Council for approval at the <br />same time as the Public Hearing for the improvement described in this feasibility report. This <br />agreement will address the different inter-city coordination concerns that exist in this <br />neighborhood. <br /> <br />This project is unique in that the city border between Roseville and Arden Hills runs mid-block <br />through Asbury Street and Ridgewood Road. There are five parcels divided by the City limits, <br />each of which have two separate tax Parcel Identification numbers (PlDs), one in Arden Hills, <br />the other in Roseville. Property taxes for these parcels are paid to the respective City in which <br />that portion of the lot is located. These taxes are based on the size of the lot. <br /> <br />Assessments <br />The City of Roseville and the City of Arden Hills have different funding mechanisms and <br />assessment policies for their Pavement Management Programs. We have used the Ramsey <br />County tax records to develop an equitable way to apply these policies according to contributing <br />tax base. This will be discussed in the next section of this report. In order to better understand <br />the differences between the two policies here is a brief summary of each City's policy: <br /> <br />City of Roseville <br />Roseville's Pavement Management Program is paid for through two funding sources; the City's <br />Street Infrastructure fund and Assessments. When the program was first approved by the <br />Council in 1985, they increased the ad val arum property taxes to build up a street infrastructure <br />fund to pay for the City's portion ofPMP projects. <br /> <br />Roseville Assessment Policy summary: <br />. Assessments are based on lot frontage. <br />. The rate is determined by dividing the total cost for all residential street reconstruction in a <br />given year's project by the total assessable frontage for the properties. <br />. The assessments shall not be for more than 25% of the cost to construct a 7-ton road for all <br />property zoning. <br />. The City portion of the street reconstruction cost (75%) will be funded using street <br />infrastructure funds. <br /> <br />Arden Hills Assessment Policy summary: <br />. Assessments are based on lot units. <br />. The rate is determined by dividing the total cost for all residential street reconstruction in a <br />given year's project by the total number of assessable properties. <br /> <br />16 <br />
