<br />~ <br />~~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: January 14, 2008 <br /> <br />TO: Mayor & City Council <br /> <br />FROM: James Lehnhoff, <br />City Planner & Recycling Coordinator <br /> <br />SUBJECT: Residential Curbside Recycling - Eureka Contract <br /> <br />Action Request <br /> <br />Motion to Approve a Contract Dated January 14, 2007, with Eureka Recycling for Residential <br />Curbside Recycling Services from March 1,2008, to February 28,2011. <br /> <br />Background <br /> <br />On December 10, 2007, the City Council approved a proposal from Eureka Recycling and <br />authorized Staff to prepare a contract with Eureka Recycling for curbside residential recycling <br />services starting in March 2008. The current contract with Waste Management will expire on <br />February 28, 2008. The contract will provide curbside residential recycling services to most <br />residences in the City (Hunter Park condos, Parkshore Apartments, Cottage Villas, and Arden <br />Manor contract for their own recycling services). <br /> <br />The City currently uses two-stream recycling with Waste Management (sometimes referred to as <br />dual stream or two-sort recycling). Two-stream recycling requires residents to separate mixed <br />paper (newspaper, cardboard, office paper, mail, phone books, etc) from mixed rigids (cans, <br />glass, and plastic). Eureka Recycling will continue to provide similar two-stream recycling <br />services; however, more materials will be able to be recycled. In addition to the current <br />recyclable materials, residents will also be able to recycle milk and juice cartons; pop and beer <br />boxes; and clothes and linens. Recycling pickup will still be on the same day as garbage pickup. <br /> <br />Contract Review <br /> <br />Staff worked with Eureka Recycling, the City Attorney, and Mary Chamberlain ofR.W. Beck <br />Consulting to prepare and review the three year residential curbside recycling contract. The <br />contents of the City's September 24,2007, RFP and Eureka's proposal are part of the contractual <br />obligations and are incorporated by reference into the contract. Although the contract does take <br />precedence over the RFP, the contract is substantially in conformance with the RFP.
