<br />SITE LOCATION AND ANALYSIS <br /> <br />cated within neighborhoods designed to foster a sense of community. The entire TCAAP devel- <br />opment will link a mix of housing, retail, office space and light industrial use to walking trails <br />and natural areas. The project aims to keep in place the site's unique topography, its wetlands <br />and wildlife habitat and to create and maintain a healthy urban forest. <br /> <br />New housing on the site is expected to first address the demands of area residents and local em- <br />ployees, and next those new employees and residents expected to move to the area within the <br />coming decades. <br /> <br />The Ryan Companies proposed TCAAP development plan ("Option B," which is under consid- <br />eration by the City of Arden Hills), would accommodate: 430 senior units, 39Jcondo units, 140 <br />apartment rentals, 469 townhomes and 320 single-family homes for a total of] ,750 units. The <br />housing is anticipated to be phased in over a 12 year period. As shown in the Option B concept <br />on next page, retail (in red) would be located on the western edge of the site, close to the 1-35W <br />access with County Road I. Close proximity to retail would be a desirable amenity for many <br />considering a move to the residential portion ofthis site. <br /> <br />Further to the south, in shades of purple, are plans for office and showroom space. A parkway <br />would divide these uses from a series of multifamily housing types - potentially including town- <br />homes, condominiums, apartments and senior units. The center holds a green parkland area with <br />ponds, and to the east of this are located large lot and medium lot single family homes. Overall, <br />we believe that the proposed locations for the various housing types will be desirable to future <br />residents. <br /> <br />As a federal Superfund Site, TCAAP has contamination issues that will be addressed during the <br />development process. It also requires demolition of a substantial number of munitions plant <br />structures and infrastructure, including roads and rail lines. In addition, a new development <br />would benefit from transportation upgrades, specifically the Arden Hills Highway 10/County <br />Road 96 interchange improvements and the County Road H/I-35W improvements. Mn/DOT is <br />in support of the preliminary design concept for both improvement projects. These changes <br />would increase local access and safety. The new designs will also address pedestrian safety at <br />the crossings, an important asset in creating a walkable community. <br /> <br />The Minnesota National Guard will continue using the 1,200 acres east of the site for military <br />training purposes. A proposed compound area featuring a new headquarters would focus con- <br />struction on 300 acres, while the remaining acreage would stay in an undeveloped state to facili- <br />tate training exercises. <br /> <br />MAXFIELD RESEARCH INC. <br /> <br />7 <br />
