<br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />January 22,2008 <br /> <br />Work Session <br /> <br />TO: Mayor and City Council <br /> <br />FROM: James Lehnhoff, City Planner <br /> <br />SUBJECT: B-2: General Business District <br />Request for Proposals (RFP) Review <br /> <br />Requested Action <br /> <br />An RFP does not require Council approval prior to issuance; however, given the importance of <br />the B-2 District, Staff requests feedback on the proposed RFP, the timeline, and the formation of <br />a steering committee. <br /> <br />Backl!round <br /> <br />On November 26,2007, the City Council issued a one year moratorium on new development and <br />most redevelopment in the B-2 District. The B-2 District includes those properties located along <br />the County Road E corridor between Lexington Avenue and Ramline Avenue, Connelly Avenue, <br />and Pine Tree Drive. As part of the development moratorium, the City must move forward with <br />a study of the area to establish a vision for development and redevelopment as well as to address <br />the other issues in the B-2 District. <br /> <br />At their December 10, 2007, meeting, the City Council voted to direct staff to prepare and issue <br />an RFP to develop a small area plan for the B-2 District. The 2008 budget included $35,000 for <br />the preparation of the small area plan. <br /> <br />The RFP requires a public participation process and it requires the plan to address land use, <br />transportation, environment, streetscape, design standards, and other development related issues. <br /> <br />Steerinl! Committee <br /> <br />The RFP makes reference to a steering committee for the planning process.
