~ ~HILLS MEMORANDUM DATE: January 22,2008 Work Session TO: Mayor and City Council FROM: James Lehnhoff, City Planner SUBJECT: B-2: General Business District Request for Proposals (RFP) Review Requested Action An RFP does not require Council approval prior to issuance; however, given the importance of the B-2 District, Staff requests feedback on the proposed RFP, the timeline, and the formation of a steering committee. Backl!round On November 26,2007, the City Council issued a one year moratorium on new development and most redevelopment in the B-2 District. The B-2 District includes those properties located along the County Road E corridor between Lexington Avenue and Ramline Avenue, Connelly Avenue, and Pine Tree Drive. As part of the development moratorium, the City must move forward with a study of the area to establish a vision for development and redevelopment as well as to address the other issues in the B-2 District. At their December 10, 2007, meeting, the City Council voted to direct staff to prepare and issue an RFP to develop a small area plan for the B-2 District. The 2008 budget included $35,000 for the preparation of the small area plan. The RFP requires a public participation process and it requires the plan to address land use, transportation, environment, streetscape, design standards, and other development related issues. Steerinl! Committee The RFP makes reference to a steering committee for the planning process.
