<br />ARDEN HILLS CITY COUNCIL WORK SESSION-June I 1,2007 <br /> <br />2 <br /> <br />Ms. Kvilvang reviewed the binders that have been prepared for City use. The first binder <br />contains confidential protected financial information. These are to remain at City Hall. The <br />second binder contains copies of major documents including the Preliminary Development <br />Agreement, Deal Points, Road improvements, Grant Sources, and Offer to Purchase/Acquisition <br />Documents. It was suggested that some items to add include a Key Contacts list and Affordable <br />Housing/Relocation/Goals from Met Council. <br /> <br />CONTINUATION OF DEAL POINTS DISCUSSION <br /> <br />Ms. K vilvang reviewed the document entitled "Council Summary of Comments on All Issues". <br />Mayor Harpstead indicated that Ms. Kvilvang should be briefed regarding the recent meeting <br />with Attorney Comodeca and the Council mini-retreat. Ms. Holden stated that the Council's <br />priorities may change depending on cost. <br /> <br />Ms. Kvilvang noted that the Council will review the document tonight, but that the discussion <br />will continue regarding deal pints in future meetings; it will be an on-going discussion. <br /> <br />Councilmember McClung stated that he is interested in discussing issues relating to possible City <br />ownership of some land for parks, etc. <br /> <br />The Council discussed what the process for MDA discussions will be going forward. Mayor <br />Harpstead noted that he is comfortable with developing a list of five or so deal points for <br />discussion, knowing there will be more. He stated that it should be explicit that it is not a <br />complete list. <br /> <br />Councilmember Grant stated that he is uncomfortable with plans that would include Ryan <br />Companies would sell off pieces of property. It had been his understanding that the developer <br />would do all the development, perhaps bringing on new development partners but not selling <br />land. Councilmember Holden noted a similar discomfort. <br /> <br />ARDEN MANOR MEETING <br /> <br />Ms. Kvilvang suggested that the initial focus for meeting with the residents be on explaining <br />their rights if property is taken. There are relocation benefits. She cautioned the Council that <br />these meetings can be difficult. She suggested that an overview of the project be presented at the <br />meeting. Mr. Bubul notes a legal issue, which is that the City should be careful not to <br />communicate that a property will or will not be taken at this time. The major message should be <br />that no decisions have been made yet, and it is impossible to say which properties may be taken. <br />It was discussed that the presentation should also include an overview of the process to-date and <br />a discussion regarding the types of relocation assistance available. <br /> <br />Mayor Harpstead indicated that there would also be a need for a separate meeting with the <br />residents of the Briarknoll neighborhood. Councilmember McClung stated that how we move <br />forward will be a major public relations impact on the City (process and timing.) <br />
