<br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: January 2S, 200S <br /> <br />TO: Mayor and City Council <br />Jim Willis, Intcrim City Administrator <br /> <br />FROM: Grcg Hoag, Public Works Dircctor <br />Stacie Kvilvang, Project Manager <br /> <br />SUBJECT: Approval of Rcsolution No. 200S-0S, Supp0l1ing the July 23,2007 Concept Plan <br />for the State Highway 10 and County Road 96 Improvement Project <br /> <br />BACKGROUND <br /> <br />Over the last 12 months the City has been discussing the County's proposed grade separated <br />improvements to the Highway 10 and County Road 96 intersection and the need the to provide <br />local access to area residents onto Highway I (J, This need has come about due to the safety and <br />tratlic operational concerns with the current intersection, In addition, the discussions <br />surrounding improvements to County Road 96 from White Bear Lake through Arden Hills have <br />been going on for many years and the County has been constructing improvemcnts to this <br />roadway sincc the mid 1990's (started in White Bear Lake and movcd west), Completion of <br />improvcmcnts along County Road 96 through Arden I-Iills has becn stalled as the City evaluated <br />prclCrrcd dcsign options in light of concerns about thc future redevelopment of the TCAAP <br />propert y, <br /> <br />Over the past 12 months various designs and options for addressing the intersection of Highway <br />I (J and County Road 96 and local access onto Highway 10 via an interchangc have been <br />reviewed and discussed at Council meetings, public open houses and neighborhood meetings, At <br />the Scptember 17,2007 Council work session, the Council discussed a new alignment proposcd <br />by stan~ This concept appeared to minimizc the impacts on the Arden Manor ncighborhood, <br />which was a primary goal of the City Council. However, MnDOT statcd that they would not <br />support this new design concept since the remaining driveway access points on Highway 10 <br />remained and were a safety concern. Based upon this, the Council asked MnDOT to take an <br />independent look at the area and havc their Engineers design some new alternatives. The <br />Council provided MnDOT with the parameters of reducing impacts to the Ardcn Manor <br />neighborhood, providing access to Scherer Brothers and providing local access to Highway 10 <br />and TCAAP. <br /> <br />At the January 22, 20(J7 Council work session, the City reviewed the single new concept drawing <br />Ji'OIn MnDOT, along with two (2) phasing options for a future local access interchange. MnDOT <br />reiterated that if thc Council wanted to provide full access to J-Iwy 10 and TCAAP, that a <br />
