Natural watercourses within a buffer shall be <br />maintained as free flowing and free of debris <br />7. Erosion control. All areas of any site shall be restored and <br />maintained in accordance with provisions of the city erosion control <br />standards, and other requirements of the Code <br />8. Placement of Plant Materials. No landscaping shall be allowed <br />within any drainage/utility easements road right-of-way, or where it <br />would materially impede the clear vision area or other driveway_ <br />9. Completion deadline. All plant materials required for screening <br />Subd. 2 Drainage Wetlands and Flood Plain. <br />A. Water Management Plan. -A water management plan must be <br />submitted for: <br />1. Development of individual sites of two and one half (2.5) acres or <br />greater for single-family homes. <br />2. Additions to existing buildings on sites two and one half (2.5) <br />acres or greater. <br />3. Development on any individual site within: <br />a. One hundred (100) year flood plain. <br />b. One thousand (1,000) feet of a public water or protected <br />wetland. - <br />c Three hundred (300) feet of Rice Creek, a major tributary to <br />Rice Creek ora county or judicial ditch. <br />B. Exceptions to Exemption for Single Family Detached Dwellings. <br />Construction of a single family detached dwelling on an isolated lot will <br />not require permit approval unless one of the above listed conditions <br />exists. The plan must be approved by the Rice Creek Watershed <br />District, other agencies as required and by the City Engineer. <br />1. On-site ponding is encouraged as a visual and functional <br />amenity. <br />2. Two or more projects may coordinate their water management <br />plans for their mutual benefit. <br />C. Submission Requirements. Drainage plan requirements are <br />specified in Appendix A, Procedure Manual. <br />
