Subd.7 Aesthetics. <br />A. Evaluation of Impact. The proposed design, scale, massing, <br />materials, height and other aspects of the subject matter of any permit <br />requested hereunder shall be evaluated by the Planning Commission <br />and the Council with respect to structures and properties in the <br />surrounding area. To this end, the Planning Commission and the <br />Council shall consider, prior to the issuance of any permit hereunder, <br />whether the appearance of the subject matter is so at variance with the <br />structures and properties in the surrounding area as to cause a <br />substantial depreciation in the property values in the surrounding area or <br />to unreasonable detract from the appearance of the area or the city as a <br />whole. <br />B. Applicability. The foregoing considerations shall be applicable to any <br />permit applications other than detached dwelling units. <br />Subd. 8 Design Standards for PrincipalStructures in Residential Zoning Districts. <br />A. Minimum Width. All principal structures in residential zoning districts, <br />except mobile homes in approved mobile home parks,' shall have a <br />minimum width of twenty (20) feet measured from face to face of <br />principal exterior walls. <br />B. Foundation All principal structures in residential districts, except <br />manufactured home in approved manufactured home parks, shall be <br />placed on permanent foundations' that comply with the requirements of <br />the State Building Code and are 'continuous and solid for the entire <br />perimeter of the structure_ <br />C. Permitted encroachments in Section 1325.03 Subd 2 shall be <br />exempt from subparts A and`B above. <br />
